The article presents information on international relations and social concerns of the U.S. government. The United States is a country in search of enemies and the Panama invasion is a major step toward cementing in place a new external demon to supplant the outmoded menace of Communism. While it strips away any illusion of President George Bush as a foreign policy moderate, the invasion also conveniently diverts attention from his vertiginous loss of control in El Salvador and the wreckage of the "war on drugs"- his only real domestic program. The extension of routine drug testing to some 4 million private-industry employees by a Department of Transportation fiat that took effect in December is a horrendous assault on personal autonomy, individual liberty and constitutional rights.
