The article focuses on factors responsible for political conditions in Honduras that make it an unsafe base for the war against Nicaragua. Honduran civilian and military leaders argue that a permanent cutoff of U.S. aid to the contras could make Honduras a sanctuary for thousands of combat-tested guerrillas, who, instead of fighting the Sandinistas, would degenerate into well-armed bands of outlaws, robbing and killing to survive. The allegation that more than eighteen Hondurans and an unknown number of Salvadorans and Nicaraguans were killed or kidnapped by the rebels was leaked to reporters at the end of December by army officers.
