Morocco and European Peace

Reports now agree that France and Germany are to arrange their quarrels amicably. The details of the settlement may be coming out. Germans are in the habit of complaining that their ambitions and their methods are sadly misunderstood. The only thing that is certain is that the much-touted war for supremacy between Great Britain and the German Empire, with France as a pawn and Morocco as an excuse, is not to come off this time; and this for at least two reasons. One is that in a general European war France would be much more than a pawn, and the other is that for the purposes of such a war Morocco would be a very poor excuse.
