The article presents information on the book "Railway Transportation: A History of Its Economics and of Its Relation to the State," by Charles Lee Raper. This book presents history of railway transportation. In this book, the unhappy choice and actual misuse of words repeatedly mar the text, and the constant repetition of such adverbs detracts from the effectiveness of the discussion. Raper seems erroneously to identify the distance principle of rate-making with the cost of service principle. He states that the long and short haul clause of the Interstate Commerce Act forbade a greater charge for a shorter than for a longer distance on traffic moved in the same direction at the same time.
