The U.S. secretary of war has reached the conclusion that it will be unnecessary and unwise as a matter of policy for the U.S. to refund tolls to be paid by U.S. vessels passing through the Panama Canal, Panama." Whether or not the "reserve" said to be made by the secretary, along with this conclusion, is set forth with a view to letting the U.S. government down easy, it is unnecessary to consider too curiously. The "reserve" is to the effect that the U.S., despite the treaty provisions for equal tolls to all ships, has "both legal and moral rights" to refund to U.S. vessels the whole or part of such tolls.
