The article presents information on the question whether the allies have a Russian Policy. The "Manchester Guardian," of September 11, 1918, in an editorial entitled "The Bolsheviks and Their Opponents," has said that according to one report, the American diplomats who have just left Russia believe the Bolshevik Government to be the only political force with a real hold upon Russia and still doubt the imminence of its downfall. Nevertheless the possibility of the Bolsheviks' falling must be taken account of.
