This article critically appraises two books such as, "American Democracy and Asiatic Citizenship," by Sidney L. Gulick, and "Rising Japan," by Jabez T. Sunderland. Gulick outlines a program for constructive immigration legislation. The maximum permissible annual immigration from any people should be a definite per cent., say five, of those from that people who are already naturalized citizens, together with all American-born children of immigrants. In "Rising Japan" the author seems to hold a brief for Japan, and to have taken the rhetoric of after-dinner speeches at their full face value.
