This article discusses issues related to the excess-profits tax in the U.S. The centre of the stage in the war-revenue legislation is occupied by the excess-profits tax. This is intelligible both from its importance as a revenue yielder and from its novelty. It is expected to yield this year almost one and one-quarter billions, a sum which exceeds the anticipated yield of the income tax. But while the latter is simply an elaboration of the previously existing impost, the excess-profits tax is something entirely novel in the annals of American taxation.
