The article gives information on the book "The Philippines, Past and Present," by Dean C. Worcester. There are several chapters relating to the state of public order in the islands between the date of the battle of Manila Bay, May 1, 1898 and the outbreak of February 4, 1899. These chapters culminate in one entitled, "Did We Destroy a Republic?" All or them are by way of negative reply to that question. He quotes copiously from captured insurgent documents to support his view. Then he goes on to tell how he promptly captured and forthwith shot a few of the principal brigands who were terrorizing the province.
