The article throws light on the terms of a peace treaty already answered by the armistice. The problems still to be dealt with fall into three main categories. In the first phase, there are the territorial questions of boundaries to be laid down and of the new political grouping of peoples. The second aspect of the peace is that of international relations. The creation of a league of nations and the associated task of disarmament are to a whole school of political thinkers the chief gain to be hoped for.
