This article focuses on the book "Russia in Upheaval," by Edward Alsworth Ross. It is the American Institute of Social Service which is ultimately responsible for "Russia in Upheaval," for at its instance professor Ross went to Russia to examine and report upon. the prospects of practical social progress there. There, his practiced eye scrutinized many conditions which an ordinary traveller might have deemed worthy of scant notice. Yet four of his earlier chapters are disappointing precisely because they dwell too exclusively on the picturesque aspects of races in the Caucasus and in Russian Asia.
