The article focuses on the governmental law and war insurance plans for the injured and dependents of military soldiers in the United States. The committee advocated increasing the compensation provided, by a grant on the part of the Government of a stated amount of life insurance to every fighting man without payment of any premium. Taxation was in the main for the purpose of meeting State expenses of a general character, and little of the amount collected was needed for the administration of the Insurance Departments in the various States to fulfill the compensation of military dependents.
