The article discusses about the introduction of a series of bills and resolutions by U.S. Congressman Medill McCormick, of Illinois, in the House of Representatives. These were introduced for a budget system of national finance. These proposals present a comprehensive programme for changed financial methods. A good deal has been written about the importance of an executive budget, and some of the plans for such a budget propose to do away with all committee action on financial matters by members in the U.S. Congress except the discussions in committee of the whole.
