The article presents information on various political developments. The holding of the Berne Conference has revealed a serious deficiency in the machinery for international good understanding. Its programme, accordingly, consisted of five points which may be summarized as follows, no transference of a province from one government to another without the consent of the population of that province. Democratic control of foreign policy, and no secret treaties. The ending of balance-of-power alliances and the setting-up of an international council. Drastic reduction of armaments all round. No economic war after the military operations have ceased.
