U.S. Secretary of State Robert Lansing's departure for Europe has not been accompanied by his resignation from office, as was rumored when his name, was first mentioned as a peace delegate, nor is there any reason why he should have resigned because of a temporary stay abroad. Frank Polk, the counsellor of the Department, acts as secretary in his absence. Polk's rises has been rapids indeed since the day he was appointed a civil service commissioner in New York and then promoted to the position of corporation counsel.
