The article focuses on the political crisis on the Netherlands. The country is already facing hunger threat and another problem is due to the first world war. The food crisis became severe after decision of reducing days of the bread-ticket in the country. Riots broke out as a result of this order. The article further focuses on other issues related to international relations. In a lecture read before the Royal Academy of Sciences, Professor C. van Vollenhoven, a great authority on international law, pointed out that a just appreciation of the case was hindered by the traditional confusion of the terms "requisition" and "seizure," which since 1870 has prevailed among Governments and writers on international law.
