The article focuses on the ideals of the U.S. President Woodrow Wilson, in his message to the U.S. Congress of December 7, 1915 concerning the relations between the U.S. and the Hispanic-American Republics. In the terminology which has some times been used with regard to other interpretations of the Monroe Doctrine by U.S. Presidents, the principles enunciated by President Wilson in that message may be designated as the Wilson Doctrine. The editor pointed out that the Monroe Doctrine bad occasionally been used by North American imperialists to justify acts which constituted infringements upon the sovereignty of the minor American states.
