It would have been odd if the latest crisis of British statesman Lloyd George crisis had passed without a great deal of reference to swapping horses in the middle of the stream. Whether it really counted for much in the final vote is another question. About this business of exchanging mounts there is all the difference in the world whether one is with the "ins" or the "outs." To the former the process is always a perilous one. The other party regards it as a comparatively minor operation, and on the whole the truth lies a little closer to this side. No one will venture to say that knocking down and setting up governments in a situation like that which England and the Allies now face is a trivial matter. But, without reference to the Lloyd George case, the rule against swapping horses may easily become a bogey.
