The article focuses on various news briefs. The German note on the submarine question, the receipt of which had been expected this week, has been again delayed. Dispatches from Berlin, Germany of Monday's date declare, though on what authority it is not stated, that the substance of the proposed note has been made the subject of preliminary diplomatic exchanges between Germany and the United States. In the capitals of both countries a general impression seems to persist that the contents of the forthcoming note will open a way to an understanding on the questions at issue. The Armenian case and the practice recently adopted in other cases by German submarines of giving warning to those whom they have intended to destroy were hailed. In many quarters as significant of Germany's purpose to change the whole manner of her submarine warfare so as to bring it within the recognized limits of international law.
