In this article, the author focuses on the political conditions and developments of France with considering some of the works of the Swiss artist, Theophile Alexandre Steilen, who recently passed away in Paris, France. He describes that, a new picture by Steinlen reflects recent warfare and war charity of France. It presents the French revolution in an emotional way. The author describes French citizens' fights and intervention in their government. It seems that the Germans had hoped some blunder would be made and that, as in the French Revolution, some commissary of the armies like revolutionist, Louis Antoine Léon de Saint-Just, delegated by an assembly that should be legislative, would interfere with some French general. The difference between these two republics, France and Germany, never came out plainer.
