The article presents a discussion on the book "Latin America and the United States," by Elihu Root. Root possesses personal magnetism, high ideals, convincing rhetoric in marked degree, unite with wide legal training, administrative ability and political experience to give his utterances the force of special pleading and the fervor of inspired prophecy. All who have heard one of his addresses in this particular field will accept this characterization. Both they and a wider circle of readers will welcome the opportunity afforded by this volume to judge with greater care those official and occasional addresses that supplement his important state papers.
