American ideals can be classified into three or four general groups, no one of which, are the boundaries chronological. Those of the first group have to do with motives of the national political life within people. Here at least, if nowhere else, the dominant aspiration has been for liberty. It has been the service of the U.S. to prove the practicability of popular government, in representative form, over a wide area organized under more than half a hundred different political forms, peopled by men from every nation, and embracing within its limits a wide variety of natural resource and economic condition.
