The article presents several developments related to several issue. The peace negotiations between the Bolshevik government at Petrograd and representatives of the Quadruple Alliance were resumed at Brest-Litovak with an agreement for the extension of the armistice between the contracting parties. Spain has been threatened by a revolution and further news of fresh disorder in Portugal is reported. U.S. President Woodrow Wilson has been in favor of an amendment pertaining to women suffrage in the country.
