The article focuses on the fundamental war problems related to material equipment. Another aspect of the case is wholly missed and one which is absolutely fundamental to the successful prosecution of the war. This is the selection and distribution of personnel throughout the entire army organization in a manner to secure for each individual his maximum effectiveness. Furthermore, no officer must be promoted whose record does not make clear that he can successfully discharge his duties of the higher rank.
