The article presents several developments about different issues. The major points outlined by U.S. President Woodrow Wilson include: an open covenants of peace, with no private international understandings among nations and absolute freedom of the seas in peace or war, except when closed to enforce international covenants. Furthermore, Premier Lloyd George, on January 5, 1918 replied to the Teutonic peace proposals at representatives at the conference of Brest-Litovsk. Judge Hylan, new mayor of New York City, has given no signs of improvement in administrative issues.
