The Nansen Offer

The article presents the Russian Soviet Government's version of the Nansen offer, as it appeared in the journal "The Daily Herald" in London, England on July 8, 1919. According to it, a report from the Russian People's Commissariat for Foreign Affairs asserts that the statements of the newspapers that Soviet Russia did not want provisions, but wished to fight, were not true. The Council of Four, a plan for provisioning Russia and supplying her with medicines was proposed on April 3, 1919.
