The putting out of a tentative programme for the peace conference and the announcement of British Prime Minister Lloyd George's agreement with the U.S. President's policies have been the sensation of the week in London, England. Such action has the merit of letting in a little daylight. So far as it is a bit of open diplomacy it is to be welcomed. The public now knows what it had suspected, namely, that despite President Thomas Woodrow Wilson's optimism, the battle for a clean peace is far from won.
