The article focuses on the book "Government Organization in War Time and After," by W.F. Willoughby. The sphere of government was greatly extended by the U.S.'s mobilization of its entire resources for war. An account of the special agencies of government created by the Congress has been contributed by Willoughby, Director of the Institute for Government Research. The present volume has for its purpose to attempt a methodical statement and description of these special war agencies and their operations. His work is simple and clear in statement, and is a valuable collection of state papers.
