This article focuses on the task of reconstruction of literature. Books of the most varied quality continue to pour from the presses to meet the demand everywhere for information and guidance in the era of reconstruction, which the world is facing. Some are optimistic and others not so. For downright pessimism most must yield to Thomas Barclay's "Collapse and Reconstruction." This book, by the author of the well known "Problems of International Practice and Diplomacy," was written, at least in the main, before the armistice.
