What were once family matters of chiefly private concern have became the substance of ministerial crises threatening the continuance of many administrations. It is relevant accordingly to attend briefly to the findings of those who have sought to determine the precise expenditure required in the nurture of children, for only upon the basis of such findings is it possible to view the problem rationally.
