The article focuses on a scheme for the organization of economic workmen's councils in Germany was approved in principle by the Assembly of the Workmen's Councils of Greater Berlin on June 26, 1920 last, was later developed by the Executive Committee of those Councils, and is supported by the Independent Socialist and Communist parties. The recent demonstrations before the Reichstag building in Berlin were in protest against the passage by the Reichstag of the Councils Bill outlined above, which grants to the Councils less power than is provided for in the following proposals.
