The Independent Social Democratic Party of Germany, meeting at Leipzig on December 5, 1920, voted to leave the Second Internationale and to join the Moscow or Third Internationale, and adopted a Program of Action declaring for the Soviet system as the basis for government in Germany. The vote marks the close of an evolution which has been in process since the armistice. It puts an end to all hope of fusion of the two great Socialist parties of Germany, and it is a death-blow to the Second Internationale, and involves a complete shift in the moral leadership of Western socialism.
