China Explains to the Diplomats

Apparently in response to Soviet Russia's abandonment of special privileges in China acquired under the Czarist regime, the Chinese Government recently withdrew recognition of the former Russian Minister and other Russian officials of the old regime, and temporarily annulled certain special privileges enjoyed by Russians in China under, treaties made with the former Russian monarchy. As to the application of Russian laws, they are naturally to be applied as long as they are within the provisions of the Rules Governing the Application of Laws promulgated by the Chinese Government.
