There were eighty-eight of editors and publishers, who set out from Charleston, South Carolina, to see maneuvers of the navy in the Caribbean Sea and to view the work of marines in the island dependencies. The project was frankly an educational one, or what might be called, in the language of other days, a propaganda enterprise. It was a systematic effort to get the newspaper men to see through navy eyes the navy's program and policy. In Porto Rico Americanization has had more time in which to work.
