The article presents the Draft Treaty of Disarmament and Security, drawn up by a committee headed by researchers Tasker H. Bliss and James T. Shotwell because of its importance despite the fact that it has already been made public elsewhere in the United States. The High Contracting Parties, being desirous of promoting peace and of lessening the danger of war by reduction and limitation of armaments, agree to this treaty. According to the treaty, a state engaging in war for other than purposes of defense commits an international crime.
