This article literary appraises the book "Electrical Utilities: The Crisis in Public Control," by William E. Mosher. Mosher and his associates have written an arresting book, of great value to the student of power control. The authors assume that the power industry exists to furnish power to the public efficiently and cheaply--The electric-power industry performs an essential social function. The state might perform this function. When it leaves it to the industry to do so, the industry acts in a way as an agency of the state.
