This article focuses on political developments during the year 1929. U.S. Secretary of state, Henry Stimson having given the approval of the Administration to the Root formula for entrance into the World Court, the issue will come before U.S. Congress again presently, but it remains to be seen whether legislators will be satisfied. U.S. Secretary of state Elihu Root's formula is a bit of clever legerdemain, questionable on theoretical grounds though it might work in practice. It says, in effect, that if some other nation insists upon an advisory opinion from the court against the wishes of the United States, the latter may resign.
