This article presents information on three books, namely: "Democracy's International Law," by Jackson H. Ralston; "Introduction to the Study of International Organization," by Pitman B. Potter and "The Control of American Foreign Relations," by Quincy Wright. Mr. Wright's book is one of the fruits of his labors at the University of Minnesota, where for several years he has held with distinction a professorship in international law. There is something exceedingly practical and homely about the way Mr. Wright discusses the foreign relations power. Mr. Wright in his book opines that a nation which is constitutionally incapable of fulfilling some of its important obligations is not only mechanically imperfect, but is a bad neighbor.
