Upon the overthrow of the Menshevik Government of Georgia and the establishment of a soviet government, the former ministers and officials fled to Constantinople, where they issued the following appeal, addressed "To the Socialist Parties and Labor Organizations of the World." This conviction is shared by the laboring masses of Georgia, and by the Soviet of Workmen's Deputies in particular, in which the party had, ever since the beginning of the Revolution front 90 to 95 percent of all the votes. Having convinced themselves that their propaganda met with no success in Georgia, the Bolsheviki abandoned their hope for insurrections and decided to conquer Georgia by force of arms.
