Why Haiti Had No Elections

The article focuses on the political situation in Haiti. The U.S. Government has given most careful consideration to the note of the Haitian Government dated June 10, 1921, by which that Government declares that it considers it to be its duty to recall to the government of the U.S. certain provisions of the present Constitution of Haiti and to ask its cooperation in measures to apply them. The Haitian Government also calls attention to the fact that since no legislative chambers exist, the legislative functions are being exercised and have been exercised since 1917, in accordance with the Constitution, by a Council of State composed of twenty-one members.
