This article reports on the treaties of Russia with Persia and Afghanistan. The Government of Persia on the one side and the Government of the Russian Socialist Federate Soviet Republic on the other side, moved by the desire to establish for future time firm, good-neighborly, and brotherly relations between the Persian and Russian peoples, decided to enter upon negotiations with this object, for which purpose they appointed as their plenipotentiaries. The Government of the Russian Soviet Federated Socialist Republic (RSFSR.), in accordance with its declarations set forth in notes of January 14, 1918, and June 26, 1919, of the principles of the RSFSR's policy with regard to the Persian people, once more solemnly declares Russia's immutable renunciation of the policy of force with regard to Persia pursued by the Imperialist Governments of Russia that have been overthrown by the will of her workmen and peasants.
