The following is a reprint of an article which shows both the state of mind of the people of Porto Rico and the attitude and methods of the officials. The article appeared in "La Semana," a weekly political journal, on June 10, 1922. As a result of its publication, the editor, Nemesio B. Canales, a prominent attorney, was removed from his position in the Porto Rican Department of Justice. Alfonso Lastra Charnez, the author of the article, who has proclaimed himself a second Emile Zola, is vice-president of the Puerto Rican House of Representatives. After the appearance of the article, he was reprimanded but no charges were preferred against him. The incident caused a tremendous stir throughout Porto Rico.
