"A total loss and no insurance." This was the first opinion expressed to the author of E. Mont Reily as Governor of Porto Rico and after studying his record and taking other testimony one finds little deviation from this judgment and no reason to dissent from it. In the same breath one should add that his opponents in the Unionist Party do not deserve to be rated one whit better. To say that Reily has been a bull in a chinashop would be inexact. He is abundantly capable of playing the role, but he has not done so in Porto Rico for the reason that it was not a china-shop in which he was turned loose.
