The article discusses about the overdevelopment and overcapitalization of agricultural plants of the U.S. The purpose of this article is to appraise causes and suggest remedies. There cannot be prosperity for agriculture so long as farmers continue to operate the present agricultural plant, even as inefficiently as at present, and with so relatively small a yield compared to the possibilities. The McNary-Haugen bill was designed to enable farmers to dump the surplus of certain products abroad and apportion the losses pro rata on the producers so as to make the tariff effective on domestic consumption.
