Is Germany Disarmed?

A well known German pacifist says that Germany is disarmed, completely disarmed for purposes of a European war. Political organizations are in possession of munitions, and these munitions present a serious menace to domestic peace. They are a danger to republic. F. W. Foerster, a German pacifist who finds it more convenient to live in Switzerland, declares bluntly that when an announcement was made in Geneva that Germany was totally disarmed "the German diplomat was the mouthpiece of a gigantic lie."
