The Allied Experts on Russia

This article presents the report on the Soviet Union of the Allied financial experts prepared for the Genoa, Italy Conference was summarized in the press of the United States. According to the article one of the report the Soviet Government shall accept the financial obligations of its predecessors, that is, the Imperial Soviet Government and the Soviet Provisional Government, toward foreign Powers and their nationals. According to another article, the responsibility for claims provided for in Article 3 shall be determined by the Mixed Arbitral Tribunals in accordance with the provisions of this report, and, in default, with the general principles of international law.
