For two years Japan haggled with Russia over the price of recognition and over oil percentages in Sakhalin. The threat, to Japan it was a threat, of American recognition of Russia merely hastened the final step. China is the central issue in the Far East. The American State Department sends angry notes to Peking on the Chinese Eastern Railway and other subjects, and, what is obviously of greater importance, favors and supports military intervention in China. Many Chinese are convinced that the recent civil war, which may yet have the salutary effect of uniting the celestial nation, was fomented by the U.S. and Great Britain. On the other hand, Japan's attitude toward China has become more friendly. Now as definitely anti-American as her finances will permit, Japan sees the wisdom of drawing Russia into her orbit.
