The Senate has passed the Underwood bill authorizing the government to turn over its nitrate plant and vast water-power development at Muscle Shoals, Alabama, to a private lessee. The report of the Committee on agriculture in favor of continued federal control has been discarded. East and West meet in the opium conferences at the Geneva, Switzerland and happily the representatives of the U.S. have sided with the East. Seldom has the selfishness of colonial powers exposed itself more clearly than in this.
