The World Court has refused to give an advisory opinion, as requested by the Council of the League of Nations, on the Finnish-Soviet Union dispute regarding the autonomy of Eastern Karelia, the semi-Finnish province of Soviet Union, which lies adjacent to Finland. Soviet Union refused to recognize the court's jurisdiction or to present a case before it. By a vote of seven to four the court declared itself incompetent to pronounce an opinion in a dispute between a member of the League and a non-member without the latter's consent.
