A remarkable sign of the growth of pacifist sentiment in England appears from the great victory won by Wilfred Wellock in the Stourbridge division by-election. This Labor candidate won his seat by a majority of 3,099 over his Conservative opponent. Dictator Benito Mussolini continues to play the old diplomatic role with considerable skill. To solidify Italy's control of Southeastern Europe and checkmate the ambitions of Jugoslavia, he signed in December-with the apparent connivance of Great Britain-a treaty with Albania which guaranteed the "independence" of Albania and established in power his tool, Ahmed Zogu, under Italian protection. Since then Mussolini has won Rumanian support.
